The issue here was that the app was promoting a link to the game site within
its content. The app developers argued that the link was unrelated to any of
the app’s content, and that the app was merely “mentioning” the game’s
website. However, that argument didn’t hold up, and Google clearly sees the
link as marketing a third-party site, even if it isn’t a direct ad.

This change will likely make it harder for an app to “mention” a game site
within its app, or for a game site to link back to an app. It will most
likely make it harder for game sites to pay for app marketing through the
Android Market.

I don’t understand why it’s hard to distinguish between “mention” and
“promote.” I’m sure this issue has come up in the past, and Google has always
made the distinction in the past, but now there’s a new policy that provides
more clarity.

Obviously this is not a problem for Google because they’re the platform
providers. If you want to use these APIs on any site, you’re going to have to
be mindful of the new policy.

This is exactly the point I was trying to make. The developer is only
allowed to mention a game in its content if it’s actually _relevant_ to the
content of the app. From the developer’s perspective, “mention” could mean
“promote” or “advertise.” In the new policy, Google is now effectively saying
“promotion” is also considered “advertising.”

But you do have a little different problem, since you aren’t a member of the organization. All of these clubs are organized under the umbrella of the Free Beacon, which is a major player in the GOP. And the Free Beacon doesn’t have to pay taxes, since it’s non-profit. Do the two organizations have a mutual relationship? You bet they do.
